कि गलती भेले हमरा से गे माय कोशिकीकिया भेलै एतैक प्रचंड ???कतैक भौजी के रांड़ बनेले, कतैक बुदरू भेले टूगरगोहाली में बांधल गैया भासि गेले , द्वार पर सूतल बाबू के कुनू थाह-पता नैअसगर हम जीव कै कि करबै गे कोशिकी मैयाहमरो ले अपने में समायकि गलती भेले हमरा से गे माय कोशिकी(हे कोशी मां, हमसे क्या गलती हुई, किस बात से नाराज होकर तुमने यह प्रचंड रूप धारन कर लिया ? कितनी ही भावियां विधवा हो चुकी हैं, गोशाला में बंधी गायें भसिया गयीं और द्वार पर मेरे पिताजी सोये हुए थे जिनका कोई अता-पता नहीं चल रहा। अब अकेले मैं जिंदा रहकर क्या करूंगी , मुझे भी अपने आगोश में ले लो)सदियों पुराना यह आंचलिक लोकगीत अब शायद ही किसी को याद हो। मुझे भी यह गीत ठीक से याद नहीं आ रहा। इन पंक्तियों को लिखने के लिए मुझे 25-26 वर्ष पुरानी स्मृतियों में जाना पड़ रहा है। स्मृतियों के धुंधले व उलझे धागे को पकड़ने की कोशिश करता हूं तो कुछ पंक्तियां याद आ जाती हैं। यह गीत मेरी दादी गाती थी, तब शायद हम पांच-छह वर्ष के रहे होंगे। दादी भी आदतन ही यह गीत गुनगुनाती थी और यह गीत उनके जीवन काल में ही अप्रासंगिक हो चुका था,क्योंकि तबतक कोशी को तटबंधों के अंदर कैद किया जा चुका था। लेकिन जब भी दादी यह गाना गाने लगती उनकी आंखें भर आतीं। पड़ोस की दादियां इकट्ठा हो जातीं और साथ मिलकर विलाप करने लगतीं। जिसका मतलब तब हम बच्चे नहीं समझ पाते थे। बाद में समझा कि दादियां इसलिए रोने लगती थीं क्योंकि यह गाना उन्हें कोशी द्वारा दी गयीं मौतें-बीमारियां, दरीद्रता और कष्टों की याद दिला देता था।आज साठ-सत्तर वर्षों के बाद एक बार फिर यह गीत प्रासंगिक हो गया है। लेकिन कई हजार गुना ज्यादक भयानक और करूण होकर। लगता है कि 30 लाख की आबादी दादियों की एक समूह में परिवर्तित हो गयी है। ये लोग बाढ़ में नहीं डूबे हैं, बल्कि आसुंओं के सैलाब में कोशी मैया डूब गयी हैं। छातापुर प्रखंड के जीबछपुर गांव के मेरे दोस्त रामनारायण मंडल का स्वर डिस्चार्ज होते मोबाइल पर टूट रहा है। 31 अगस्त को कई घंटों के प्रयास के बाद रामनारायण से मेरी बात हो पायी थी। हमलोग एक ही हाइ स्कूल में पढ़े थे। वह पढ़लिखकर किसान बन गया और मैं कलमघिस्सू पत्रकार ! जिनकी कलम न जाने कब नपुंसक हो गयी पता ही नहीं चला। लीजिए आप भी सुन लीजिए एक पत्रकार के मरते हुए मित्र का अंतिम शब्द और पत्रकार की बेबसी, जो सरकार के आंख-कान माने जाते हैं।रंजीत भाई, आब फेर मुलाकात नै हेत अ... भाई धीरज राखअ, सरकारी नाव पहुचैये वला हेतअ। ॥ ... आठ दिन भै गेलो हो भाई, नै पीये ले पैन छै, नै पेट में दैय ले दाना, दुनू बुदरू बेर-बेर बेहोश भै रहलै ये, मन हैछे फेक दियै एकरा सब कोशिकी में आउर अपनों कुइद जैपानि में । भाई॥ । भाई ... मोबाइल के बैट्री खत्म भै रहल ये , हम सब मैर रहलिअ ये॥ । रामनरैन ? ? ?पेंपेंपें... मोबाइल का बैट्री खत्म, रामनरायण खत्म ! ॥ । सरवा बड़ा अच्छा फुटबाल खेलता था, रमनरैना !!! । पत्नी पूछती है- ऐं क्या हुआ, कौन था ? ... लगता है माथा में दस पसेरी कोयला का गरदी भर गया है।फिर साहस नहीं हुआ कि फोन करूं, लालपुर के अरूण को, बेला के विवेक को, लछमिनिया के झिरो को , बलभद्रपुर के मुस्तकिम को ॥ । लेकिन मोबाइल घिधिंयाते ही जा रहा है। मूर्लीगंज के रामपुर से देवी प्रसाद ने फोन किया है कि वह किसी तरह उसके गांव की सूचना प्रशासन को दे। देवी के गांव में पांच सौ लोग फंसे हुए हैं। बच्चा, औरत, बूढ़ों की स्थिति बहुत खराब है। लेकिन सबके सब लाचार। राजेश्वरी से मनोज मिश्र ने फोन किया है, उसके गांव में दो हजार लोग पानी में फंसे हैं। कच्चा मकान गिरते जा रहा है। गांव में पांच-छह ही पक्के मकान हैं। एक-दो दिनों तक अगर उन्हें नहीं निकाला गया तो सबके सब खत्म। दिमाग काम करना बंद कर देता है। घर में मन नहीं लगता। क्या करूं ? किधर जाऊ ? टेलीविजन खोलूं तो वही दृश्य नहीं खोलूं तो भी वही दृश्य।चालीस लाख लोगों का सवाल है। कहां जायेंगे वे ? दिमाग कहता है कि एक-डेढ़ लाख तो मर गये होंगे। दिल कहता है - नहीं-नहीं , ऐसा नहीं होगा। कोई न कोई चमत्कार जरूर होगा। किसी को कुछ नहीं होगा। फिर दिमाग कहता है नहीं-नहीं ? पिछले साल देखा नहीं था कि कोशी के पानी में कितना वेग होता है। पांच-पांच मीटर ऊंचा लहर उठता है। भीमपुर, जीवछपुर,सीतापुर, घूरना, कोरियापट्टी , तुलसीपट्टी जैसे सैकड़ों गांव के अस्तित्व मीट चुके होंगे। इसकी तस्वीर कोई कैमरा नहीं उतार सकता, कोई प्रेस रिपोर्टर वहां तक नहीं पहुंच सकता , क्योंकि ये गांवें नदी की मुख्य धारा में आ गयी हैं। अबतक विलीन हो चुकी होंगी ये बस्तियां। कोसी के जोर के सामने फूस के बने ये घरें कितने घंटे टिके होंगे।टेलीविजन बंद कर देता हूं। मोबाइल ऑफ करके पस्त होकर पड़ जाता हूं। दादियों की झुंडें स्मृति पटल पर तैर जाते हैं। धरती पर नंग-धड़ंग और भूख से बिलबिलाते बच्चों की फौज घूम रहा है। रोती-बिलखती औरतें के दर्द से मानवता मरती नजर आ रही है। मानवता हार रही है। सरकारें जीत रही हैं, उनकी लापरवाही जीत रही है। भ्रष्टाचार जीत रहा है, अधिकारियों और नेताओं के गंठजोड़ जीत रहे हैं ...

You all must have read and seen the devastation in the Koshi river basin, whichoccurred due to the river changing its path. Koshi has probably broken free ofher bondage created by human intervention in the name of 'planning andharnessing' the river waters in the form of dams and embankments. It has,however, become clear that this is a calamity, which is not natural, but humanmade and no less serious than a Katrina or Tsunami. The reasons behind this areclearly, degradation of the vast Catchment of Koshi spread over two countries,negligence of the repair and maintenance of Koshi barrage, massive siltation inthe absence of catchment area treatment and the embankments, all of which havecreated havoc through water logging and breaches in those. While it is true that this may not be the right time to debate over theresponsibility and accountability, one must constantly bear in mind the sorrystate of affairs, which prove the utter callousness of the state anddemonstrate the tragic exposure of violation of environmental laws, ecologicalparameters as well as people-centred river basin management. It is in thiscontext that the unprecedented condition created in the districts of Madhipura,Sipoul, Khagaria, Areria needs to be witnessed with horror and anguish. TheState is, as is being seen, by and large incapable of handling the catastrophewith the required humane approach and sensitivity. More than 20 lakh people are said to be stranded in the waters with hundredsamong those drowned or died, and lakhs of people trapped, not receiving foodnor is the arrangement for rescue, said to have been done through helicoptersor boats, adequate. One cannot even imagine, how the administration, withlittle or no help reaching out to the interior areas as well as townshipsencircled in the flood waters may prove to be of help, to save the lives of thelakhs and lakhs of humans, many of who must be helpless and voiceless in thissituation. It is Bihar and not Gujarat, where rich capitalist NGOs and others might makethe relief and even a hand for rehabilitation flow. This situation may or maynot be depicted on the TVs and in the media but a letter given further below,written by a retired army official, is self-explanatory and surely aneye-opener. APPEAL BY A RETIRED ARMY OFFICIAL

Dear all,You are aware of the grave situation which is developing in Bihar. Havingserved in the army corps of engineers for more than three decades and havingtaken part in several relief and rescue operations, I must say that this is anunprecedented situation. I can also say that a massive relief operation shouldbe launched without any further delay. It is already too late. A few oddcolumns soldiers of a few hundred men with boats will not suffice. Just to giveyou the logistic aspect, if one million people have to be provided with foodand water, then the tonnage involved is fifteen hundred tons a day assumingthat a litre of water and half a kilogram of food will suffice. This will haveto be a sustained operation over a period of a few months till water sourcescan be reactivated. Five hundred trucks of three ton capacity will have to beloaded and moved to the affected area each day for which routes will have to becleared using military bridging equipment. The air effort required will have tobe substantially enhanced since a single helicopter sortie can carry aboutthree tons. A minimum of thirty to forty utility helicopters will have to beinducted if any worthwhile relief has to be provided. Camps will have to be setup with medical facilities for the rehabilitation phase.All this will require a massive organisation with trained staff andcommunications. The National Disaster Management Authority (NDMA) should havebeen in a position to provide such an organisation but I am afraid that is notthe case. The website of the NDMA itself is a disaster. Therefore the only wayto go would be for the army to set up a few headquarters with the engineerstaking the operational role. There are several engineer brigades currently inpeace areas. There is no shortage of equipment and trained manpower. There arethree engineer training centers which can be mobilised. When two and a halfmillion citizens of the country are affected then surely the state should useits army for providing immediate and urgent relief. This can be done withoutaffecting the operational efficiency of the army. The Chinese mobilised amillion men for earthquake relief and yet were very happy to accept all the aidwhich was provided by the international community. We must certainly considerthis option. There is a major humanitarian problem and no option should beclosed. I find it ridiculous that the CM of Bihar had to come to Delhi to briefthe PM. The PM should have visited the region several days ago to get a firsthand feel and get things going. Surely this is a national level disaster andmust be declared so. During Katrina the US Army corps of engineers took charge of the repairoperation of the levees. This task should also be given to army engineers. Anydelay will cause further damage. The defence forces of the country cost us overa trillion rupees a year. Their services must be utilised when the need arises.As citizens of India, you all are opinion makers and hence I am writing to youto take up this issue. Please forgive this unsolicited mail but I would befailing in my duty as a concerned citizen if I did not convey what I know to betrue.
